Chappy listed this reservoir stub nib, in his book, as simply "Chinese." The 灯塔 marking identifies this as a Lighthouse brand nib. A box of Lighthouse 824 nibs shown on the Pianyini Lighthouse nibs page identifies this as a 灯塔储水笔尖 DENGTA Chushui Bijian (Lighthouse Reservoir Nib). A paper insert inside the box lists the manufacturer as 上海笔尖厂 (Shanghai Pen Nibs Factory).
Contributors on the Fountain Pen Network Forum (here, here and here) identify this nib as the Shanghai Lighthouse 824 reservoir nib (similar to the Lighthouse 426). Before the 1990s, Lighthouse brand nibs were produced by 上海笔尖厂 (Shanghai Pen Nibs Factory), and nibs of that era are of good quality ... Some time after 1993, the company was transformed into 上海不锈钢材料厂(Shanghai Stainless Steel Material Factory), and those nibs are of lesser quality.
There are no additional versions of the Lighthouse #824 Reservoir Pen in the Chappy's Nibs collection, as pictured below (gray-finish).
